Dear Coy Miller Elementary Parents and Guardians,
As we begin the school year, I want to take a moment to address several traffic and parking concerns I have observed during morning arrival and afternoon dismissal.
First and foremost, student safety is our priority. The traffic procedures around Coy Miller Elementary are designed to keep students, families, and staff safe. I am asking everyone to please follow the designated traffic patterns, posted signage, and applicable Texas traffic laws.
Morning Arrival – Walking Students to School
If you park your vehicle and walk your student to school, please park along the east side of Cypress Hill Drive and use the designated crosswalk when crossing the street.
Please do not cross Cypress Hill Drive in the middle of the block. Crossing a roadway at a location other than a designated crosswalk can create a serious safety hazard and may constitute a violation of Texas Transportation Code §552.005, Crossing at Point Other Than Crosswalk.
Parking Violations
I have also observed vehicles being parked or left standing in areas where parking is restricted. Please be aware of Texas Transportation Code §545.302, which prohibits standing or parking a vehicle in several locations, including:
In front of a public or private driveway;
Within 15 feet of a fire hydrant;
Within 20 feet of a crosswalk at an intersection; and
Within 30 feet of the approach to a flashing signal, stop sign, yield sign, or traffic-control signal located at the side of a roadway.
These restrictions are not simply about keeping traffic moving. They are in place to maintain clear lines of sight and ensure emergency vehicles, pedestrians, and other motorists can safely navigate the area.
Student Drop-Off on Cypress Hill Drive
Please do not drop off students on the west side of Cypress Hill Drive in front of the school. There are posted signs identifying the restrictions in this area.
Additionally, Texas Transportation Code §545.303 requires that when a vehicle is stopped or parked on a two-way roadway, it must be positioned with the right-hand wheels parallel to and within 18 inches of the right-hand curb or edge of the roadway, except where otherwise permitted.
I understand that arrival and dismissal can be busy and that everyone is trying to get to work, get home, or get their children where they need to be. However, saving a minute or two is never worth creating an unsafe situation for a child or another member of our community.
Please slow down, follow the posted signs, use the designated crosswalks, and follow the directions of school staff and law enforcement personnel. I will continue monitoring the area during arrival and dismissal and will address traffic and parking violations as necessary.
